The U.S. Clean Air Act was amended in 1990 to include regulation and control of chlorofluorocarbons (CFCs) used by the automotive and appliance industries. Title VI of the Amendment, entitled “Stratospheric Ozone Protection”, was enacted to reduce the use and emissions of CFCs and hydrochlorofluorocarbons (HCFCs) to the lowest achievable level and to encourage the capture and recycling of such substances. The amendments also established new standards for the safe disposal of these substances and instituted federally mandated certification procedures for those engaged in servicing any equipment or appliances that contain refrigerant.
The good practice of no venting and responsible use principles apply to HFC refrigerants as well, which are now used as substitutes for CFCs and HCFCs..
The Association of Home Appliance Manufacturers (AHAM) and the National Association of Retail Dealers of America (NARDA) were approved by the Environmental Protection Agency (EPA) in 1993 to jointly provide an open-book, mail-in technician certification program for Type I technicians that covers all of the material specified in 40 CFR Part 82 Subpart F. Type I technicians are those certified by an EPA approved technician certification program to service or repair small appliances (products that are fully manufactured, charged and hermetically sealed in a factory with 5 pounds or less of refrigerant). As of November 1994, all technicians must be certified under this program and the sale of CFCs and HCFCs is restricted to certified technicians.
Individuals certified by the AHAM/NARDA program are considered properly certified in accordance with the EPA requirements under Section 608 of the Clean Air Act.
